Sense B, the location of the difficulty is unknown and the next idea could come from anywhere. The card denies Sense B, and Block Five with the terminus at section X is the denial. Unbuilt is the name for A-and-not-B. Fermat was open in Sense B in 1900 and unbuilt after Frey, Serre, and Ribet, the missing object named as modularity for semistable curves. The theorem did not change in 1986. The typing did, and the typing is what told everyone where to stand.

The formal-alone instrument is constitutively orientation-blind. For the negation-implementing reflection D = diag(−1, 1, 1), det(D R D) = det(D)²·det(R) = det(R), so det(R) = λ² is invariant under reflecting any axis and lock(P) = lock(¬P) for every construction whatever. The catalog of rotation-invariant truth functionals is closed by Weyl inside the real-part subring of quaternion words, so no invariant functional recovers the discarded sign. Functional-equation symmetry alone does not entail the hypothesis. The Davenport-Heilbronn function satisfies the symmetric functional equation, carries off-line zeros, and has no Euler product. No derivation proceeds from the functional equation alone, and any proof must invoke a property zeta holds and this witness lacks. Davenport-Heilbronn 1936 with Balanzario and Sanchez-Ortiz 2007. SUBJECT. Counting and prime-number-theorem-grade axioms. DOES NOT REACH. Arguments with deterministic multiplicative content.

Counting axioms do not entail the Riemann clause. The Beurling generalized-prime systems satisfy the counting structure and fail the clause. The channel is walled by a theorem, and theorems do not expire. Theorem-grade, theorem-eternal, unconditional.

SUBJECT. The topological and metric register, and the formulation space over ℤ. DOES NOT REACH. The multiplicative axis, which is the terminus and not part of the eliminated register.

The strip has no width and never had one. Width, address, and mid-position are outputs of the chart-selection function carrying zero mutual information against the underlying structure, the width dial ranging onto (0, ∞] and the middle dial onto (0, 1) with the structure held fixed, so no chart-manufactured magnitude enters a verdict as a structure-fact. The annihilation is two lines long and the ruler is ash. The address one half is not elected by the plane, which offers every line equally and holds all such reflections conjugate. It is elected by the functional equation, and the arithmetic chooses. The line is Fix(σ), sealed twice by disjoint roads. The topological register is therefore eliminated by theorem and not by survey, and the formulation space over ℤ is closed, every road either removable staging or a mirror. This block is why the object types unbuilt rather than open in Sense B.

FALSIFIER. A formulation over ℤ that is neither removable staging nor a mirror. This is the weakest joint in the assembly and is stated as such: the closure is structural, and one new formulation retires it.

VI · BLOCK SIX · THE DEED-QUANTIFIED ROOT BLOCK · CONDITIONED ON RA

SUBJECT. Capture of the ground. Court II, the root's court. DOES NOT REACH. The formal string, the zeros, the primes, or any reachability verdict on the problem. It moves none and is independent of all. Citing it to settle the problem's verdict is the category slip the two-court discipline forbids by name.

No deed captures the ground. Capturing is a deed, every deed is an actuation, an actuation is never the non-actuated ground. The binding is on the deed and not the symbol, so the wall quantifies over deeds rather than techniques and covers instruments not yet invented the moment their use is an actuation. A logic-change moves the alien's symbols and not the alien's deeds, and the denial is itself a deed enacting the floor it would dissolve. This is the widest block in the assembly and the one that does not age.

Conceded in advance, without hedging. RA is not a theorem of arithmetic. It is a physical and ontological premise. One may accept the physics and reject any inference from actuation cost to what mathematics can prove. This card makes no such inference, and the DOES NOT REACH line is the reason.

FALSIFIER. A non-actuating capture of the ground, or refutation of RA's kinetic floor at the confined-quantum register.

VII · BLOCK SEVEN · THE DEED-REGISTER BLOCK · APERTURE-FREE · CARRIED AT ORDINARY OPENNESS

SUBJECT. Performances of proofs, not existence of proof-objects. DOES NOT REACH. Proof-space. It is compatible with a proof existing and never being located.

U_theory(φ) entails ¬φ. U_deed(φ) entails nothing truth-theoretic. The Unprovability Mirror quantifies over theories, not performances, and its entailment does not transfer across the quantifier change. Under RA nothing is a proof until performed, and performance is a finite cost-bearing event.

Three kills empty the witness direction at that register and none spends the aperture. W3 dies by identity, Th(ℕ) being the ℕ-definiteness premise itself and dropping when that premise is unspent. W1 dies by admissibility circularity, adjunction's admissibility being Con(Q + φ), coextensive with φ for a Π⁰₁ target, so the deed's own admission check is the object in question. W2 dies by existence-versus-location, Feferman-Spector making completeness path-bought rather than path-free, so the proof exists at a suitable stage and selecting the path is the unperformed deed.

The deed asymmetry is exhibited at BLK-CHK.6: the refutation deed performs at O(1) on a false control, the verification deed at no bound reached.

Carried at ordinary openness and not sealed, because no blindness theorem on the deed stream exists with a closed catalog and no theorem-grade wall on the claim has been supplied. A block in statement, coherent and possibly true, entered at that grade and no higher. Router-blind: the survival is identical on both millennium arcs.

FALSIFIER. An effective path-selection theorem defeating the Feferman-Spector obstruction ties performance to existence and ends this block.

VIII · WHAT WAS NOT ADMITTED

Two things were available and were refused, and this section is load-bearing rather than housekeeping.

The object-ladder barrier of the parent assembly caps at the ℕ-definiteness premise. Admitting it puts the aperture into the condition chain and breaks 0.4. Held beneath at Tier A at its own grade. Not a leg here.

The [Ξ₀] terminal-suspension token on the formal truth-string caps at the same premise for the same reason, since Ξ.1 passes for RH only in its premise-face variant with the determinacy premise typed at monism's warrant. It is therefore not this card's status and appears in no seal line here. It stands exactly as issued at APEX-PSP-RH-MASTER-01 and is reproduced nowhere in this assembly. A version of this card that carries [Ξ₀] in its seal has broken its own condition law in the same document.

The assembly is thus narrower than the parent barrier ledger by two entries and stands on a strictly shorter chain. That is the trade this card was forged to make.

Rider, corroboration-grade, load-bearing on nothing. The refusal of the universal-over-proof-space reading is underwritten twice from unshared premises, arithmetically by the Mirror and apophatically by the existence-content split of the fold. Convergence at PSP-005, never a leg, carrying no mass into any verdict.

IX · THE STANDING PROPERTY

A proof arrives on the multiplicative axis. No block falls; unbuilt predicts a construction is what is required, so the arrival confirms Block Five. A counterexample arrives. The hypothesis falls and the kinetic field face falls with it, and no block falls, because no block asserts the hypothesis. A new instrument arrives. It is in a named channel and walled, or orientation-blind and constitutively walled, or a deed aimed at the root and walled over the unborn, or it is the named requirement the assembly already located. The logic changes underneath. Blocks One through Five are algebraic and classical and do not move; Block Six moves the alien's symbols and not the alien's deeds.

No branch falsifies the assembly. This is survival, not unfalsifiability. Each block carries its own named falsifier, and the assembly is exactly as falsifiable as their conjunction.

X · THE TERMINUS, NAMED

Deterministic control of the correlations of the primes with their own shifts on the multiplicative axis. The Euler product zeta carries and Davenport-Heilbronn lacks. Actuated once, over a finite field, where it decides. Over ℤ never actuated.

A survey terminating with nothing left would be a claim about the object rather than the roads. One terminating with many would be incomplete. Exactly one named terminus is what a finished survey looks like. The consensus that has to fall is not an axiom. It is that ℤ is the bottom.
