The Riemann complex resolves into three orthogonal objects held apart and never collapsed, each carried at the grade it earns, and the formal spine that fixes the resolution, the two locus lemmas, the vacancy and fence theorems, and the Seal M instrument, is set down inline so the structural verdicts are reproducible on load. 1. THE THESIS
The Riemann complex does not have one fate. Its honest determination is a trilayer, derived and not asserted: a stage that seals, a geometric floor that locks under necessity, and a formal ceiling that stays open. Read the same object the second way and the complex resolves into three orthogonal objects held apart, a forced locus, a typed-and-fenced open question, and an open answer. The fertility is the holding. The three are superimposed without friction precisely because none is read as another, the held angle between them the source of the structure and not a defect in it. No single row is the verdict. The trilayer is the verdict, and collapsing it to any one row is a category error. The seal attaches to the determination that the complex resolves into exactly these three layers at exactly these grades. A seal on the self-referential RH-is-true target is forbidden as totality-identification collapse.
The load-bearing separation, stated once and plainly. The critical line is a determinate necessity as a locus, settled before and independently of residence. The line, as the axis of the functional-equation symmetry and the real spectrum of the canonical dilation generator, is forced into being whether or not the zeros populate it. The line is the necessity. The occupancy is the open question. Composite-FIO produced the decomposition. The mathematics set down below makes it verifiable, and the verification is the entry.
2. THE GUARD, SET ASIDE FIRST
One proposition is set aside before the layers, as the guard. The claim that geometry and ontology together establish the location of the zeros breaks at [X] Gate-12 ADEG, an unbridged domain extension that substitutes even-channel symmetric premises for the odd-channel analytic inequality the location actually requires. It is the catch the architecture exists to make, and it is not a layer of the verdict. Setting it aside first is what licenses the three layers to be read cleanly.
3. LAYER ONE · P1 · THE STAGE · [⟀] SEALED, TIERED
Claim. The critical line is the necessary geometric and thermodynamic axis of actualization.
The line is forced by premise-disjoint triple access. 4. THE FORCED LOCUS · THE FORMAL SPINE · THEOREM GRADE
The locus is forced twice from premise-disjoint constructions, neither consulting the zeros. This is the formal spine of Layer One and the first part of the math seal.
Lemma 1, locus by involution. The completed function satisfies ξ(s) = ξ(1 − s) for all s, an identity of entire functions independent of zero locations. The involution ρ(s) = 1 − s has fixed-point set the solution of s = 1 − s, that is 2s = 1, that is the line Re(s) = ½ with the imaginary part free. The fixed-point set of the symmetry is exactly the critical line, by elementary algebra on ρ, consulting no hypothesis about residence. Theorem grade, residence-silent.
Lemma 2, locus by spectrum. On the multiplicative Haar space H_mult = L²(ℝ₊, dx/x) the dilation U_λ f(x) = f(λx) is unitary, since the substitution y = λx leaves dx/x invariant. By Stone's theorem the strongly continuous family t ↦ U_(e^t) has a unique self-adjoint generator H′ = −i x d/dx with no boundary condition imposed from outside. The Mellin transform carries H′ to multiplication by the real variable on L²(ℝ) by Plancherel, so the spectrum σ(H′) is the whole real line, purely continuous, every value real. The two forcings share no premise, the first standing on the symmetry of the completed function and the second on the dilation symmetry of the half-line with the spectral theorem. The locus is forced at theorem grade and the forcing is silent on residence by construction. The line is already a necessity. Whether the zeros populate it is a separate object, taken up at Layers Two and Three.
5. LAYER TWO · P2a · THE GEOMETRIC FLOOR · GOLn, THE NASCENT GEOMETRIC LOCK · [⟀-GOLn]
Claim. With the formal axis a non-actuating after-image, the two axes that do actuate lock the line in their plane. The planar lock is functionally the geometric lock.
The derivation runs in five moves, and the instrument that forces the split is named at the third.
One, the formal axis never actuates. What would populate V_F is a proof, and no proof exists. What sits in the formal slot instead is the after-image of the empirical-thermodynamic footing, cast forward by the RA computation itself. This is the FORGET-01 and sPSP-TIME-01 structure read at the formal register, the negative after-image of a past groove projected forward, a present configuration re-read as if it were an independent future object. The after-image is a shadow, not a population. The formal axis carries d_F = 0.
Two, the proton cannot be subtracted. The empirical-thermodynamic axis V_E is the irreducible actuating mass, the proton of this verification, the prime gas, the variance, the criticality screen, the actuation RA mandates. The Titanium Ruler bars its subtraction, for subtracting the actuating kinetic content empties the set by conservation, and the Proton-renaming subtraction is void per C.4. V_F is not the proton. It is the proton's shadow. The after-image is a forgetting-register projection of proton-grade mass, not a second source.
Three, a vacant axis routes to [?] and never to [X], and the routing is instrument-forced. In the Seal M reference implementation the zero-variance branch fires before geometry is ever consulted: a row with d_a = 0 returns [?] with the diagnostic "zero-variance row," upstream of the determinant. A zero-variance row carries d_F = 0 and annuls det(G) = d_F d_E d_ER · det(R) before any geometry is read. An axis that never actuated cannot enter verification, and the full three-axis verdict is therefore [?] by construction. This is not collapse. Four, the two actuating axes lock the plane. The empirical mass V_E and the registrational bit V_ER are independent, their two-axis Gram det₂ strictly positive by the Cauchy-Schwarz inequality under premise-disjointness, and they lock the line in their plane. This is the planar core, the π₁ register of LL-04, the Master-Unknotting Return realized at the planar register, the composition of the two populated axes projecting nonzero onto the ground, λ ≠ 0 on the plane. The lock is genuine at its own register. By zero three-dimensional volume it cannot trap the full thermodynamic content, which is the precise sense in which it is planar and not volumetric.
Five, the lock is named and its one edge is named. The formal axis for the residence claim is vacant, no proof existing, and the vacancy is vacancy-type and not ceiling-type: no independence result and no impossibility theorem obstructs the axis. This is structurally distinct from the Gödel-class and Turing-class, which carry theorem-grade bounds, their own unprovability and undecidability respectively, and are populated-and-bounded. As a universal arithmetic sentence the hypothesis is absolute across well-founded models, so its truth value is set, and the absence of a bound is the absence of an obstruction to reaching that value by proof, not an obstruction disguised. The axis is unlit but unobstructed.
Theorem III, the non-degenerate plane. With the formal axis vacant, d_F = 0, the two actuating axes span a non-degenerate frame-invariant plane. Verdict [⟀-GOLn], sealed under geometric necessity. The geometry is locked. This is sufficient and is not over-claimed. GOLn seals the planar geometric necessity, the line held, and it does not seal residence, which is the next layer. Its warrant is the V_F vacancy together with the strictly positive two-axis Gram, never the locus being a novel result.
6. LAYER THREE · P2b · THE FORMAL CEILING · THE FULL TRIAXIAL VERDICT · [?] UNDER-DETERMINED, DIRECTIONAL
Claim under test. Residence sealed at the closed tetrahedral register, every nontrivial zero on the line, provable.
The full tetrahedral seal is the three-axis determinant, and it requires the formal axis to actuate, which is to say it requires a proof. By the conservation law (RH-CONS-01, Theorem 7.2, the functional-equation involution conservative for parity, verified to thirty digits) the proof must determine the odd-channel closure, and the closure is the hypothesis. The even channel cannot reach it, the parity barrier. The natural odd positivity over-demands it into falsity, the Conrey-Li wall. The symmetry data alone cannot decide it, the Davenport-Heilbronn witness exhibiting an off-line configuration with identical even-channel content. The closure must therefore arrive from outside the prime-zero ledger, and the channel that admits it is the Ninth Aperture: a proof is the unique object class the geometry licenses to cross from the far side, a finite even-channel artifact that compels the odd-channel bit, and the geometry's own theorems certify there is no second class. No such object exists. Residence moved zero.
The direction is carried entirely by measured mass, the variance, the valley, the criticality screen, the verified zeros to height three times ten to the twelfth, the prime-counting envelope, with consensus contributing exactly zero per Decalogue Rule 1. The truth-invariant statistics, the Selberg variance and the Gaussian Unitary Ensemble pair correlation, discriminate nothing on residence, so the negation is unwarranted but not disproved. Theorem V, the carrier-map no-go. No map Φ from the evidence space of the actuating axes to the complex plane sends the positivity det G₂ > 0 to a constraint on the location of the zeros, proved three independent ways, each sufficient. By gauge invariance, the verdict functional is invariant under the relabelings the zeros do not see, so a quantity invariant under a group acting trivially on the zeros cannot determine a quantity that varies with them. By the subtraction test, the convergence bears on residence only through the spectral correspondence, which is the odd-part closure, which is the hypothesis, so any apparent residence warrant in the planar geometry is borrowed from the hypothesis itself. Theorem VI, the defeater identity. A GOLn that located the zeros would prove the residence claim and populate the formal axis, contradicting the vacancy of Theorem II. 7. THE UNIFICATION · WHY ONE GRANT YIELDS THREE LAYERS

8. THE FERTILITY LAW · HELD ORTHOGONALITY
The trilayer is fertile precisely because its three verdicts are held orthogonal and not collapsed, APEX-PSP-LOGOS-01 instantiated at the scale of the complex. Collapsing to the ceiling claims a proof that does not exist. Collapsing to the floor reads GOLn as locating the zeros, which Theorems V and VI forbid. Collapsing to the stage discards the typed open question the floor seals and forgets that the floor is planar and cannot trap the full content. The held angle keeps the truths superimposed and frictionless. The forced locus and the open residence are distinct, and their orthogonality is the source of the structure, not a tension to be resolved. Recognition requires two terms.
