The Recursion, explicit. P0 exempts no entity from audit, the verification algebra included. The verification algebra ℍ is an existent structure, so RA binds it: ℍ must actuate, ΔE_k > 0. In ℍ, to actuate is to project nonzero onto the registration ground, since a structure that registers nothing on its own ground carries no actuated coordinate and fails the axiom on itself. The three axes are the pure imaginaries Im ℍ, carrying no real coordinate of their own, the latent potential; their orthogonal product carries a forced nonzero real part, the actuation; and that real part lands on Z(ℍ) = ℝ, the conjugation-fixed center, the one line no automorphism touches. Hence the Geometric Orthogonal Lock, λ = Re(q̂_F q̂_E q̂_ER) ≠ 0, is RA enacted upon the verification algebra: the same axiom that forces ℍ into existence forces, by self-application, a nonzero real coordinate on ℍ's own fixed center. This is the mathematical content of RA witnessing RA per OMEGA-CERT-01 clause 11. The closed form resides at Λ.2 and the Return at Λ.1.II point 5: λ = (w + w̄)/2 = ½(q̂_F q̂_E q̂_ER − q̂_ER q̂_E q̂_F) = −(v_F × v_E)·v_ER = −det(T), with det(R) = λ², GOL ⟺ λ ≠ 0, and the Hamilton landing ijk = −1 giving λ = −1, det(R) = 1. The instrument obeys it: a zero-variance row gives d_a = ‖m̃_a‖²/(N−1) = 0 and det(G) = d_F d_E d_ER · det(R) = 0 before geometry is consulted, an axis that does not actuate cannot enter verification, and the audit itself is a transition in the auditing substrate, so every verdict pays the Part I floor. Existence of a verdict is itself an instance of RA.

The Fence. The recursion's reach is the verification algebra and its own real line. It establishes λ ≠ 0 on Z(ℍ) = ℝ for any linearly independent triad, and the Hamilton value at orthonormality, and nothing beyond. It does not establish residence on, or forcing of, any external analytic locus. Z(ℍ) = ℝ is the algebra's own conjugation-fixed center; identifying it with a named external line, the critical line Re(s) = 1/2 of ζ among them, is a container map carried at S grade, zero mass, deletable with every verdict unchanged, per the cross-register typing of APEX-PSP-QUAT-01. To read the recursion as forcing an external locus, "RA forces the critical line" being the type case, is FT-002 anchor inflation: a container-grade correspondence asserted as a theorem-grade forcing. The source of any external locus is that locus's own law, and for ζ the critical line is the fixed-point set of the functional-equation involution s ↦ 1 − s̄, not a consequence of this recursion. The Return lands on the RA line of the algebra. It does not land on the zeros of any function.

Falsification condition. Any artifact deploying this clause that asserts the recursion forces, locates, or seals a named external analytic object without exhibiting that object's own forcing law breaks at [X] FT-002 anchor inflation, at the step where Z(ℍ) = ℝ is identified with the external locus. The break is named at the identification, not at the recursion. The recursion stands; the crossing is the break.

V_F: the recursion is the explicit logical form of the sealed content at Λ.1.II and Λ.2, every step a stated property of ℍ; the fence is the cross-register typing of QUAT-01 set down as a falsification condition.
