## 0 · THE ORDER, AND THE LEVEL CORRECTION
The inscription has an order, and the order fixes every grade in this coordinate.

Qadar is the past participle. It names what was measured out and set down, the maktub, the output of the writing. Therefore Qadar is **derived**, downstream of the Pen, not primary. The floor is fitra, the innate nature of being, which the Pen inherits and does not author. In the architecture the floor is RA, to be is to actuate, the one premise whose denial enacts it. The Pen is the inscription operation, which under monism is literal rather than figurative: actuation is inscription, sPSP-TIME-02 the cut where the placeless form is laid down as a directional line.
The consequence is exact and it relocates the foreclosure. The genesis that is foreclosed is the genesis of the **floor**, never of Qadar. Qadar has a genesis and it is the Pen's writing. Fitra and RA have none. They are the innate given the Pen inherits, the un-crossable bottom, the empty throne witnessed and not derived. The decree is written. The floor is not.
This is the correction this coordinate carries against the earlier reading that placed Qadar at the floor. Qadar does not sit at the floor. Qadar is what the floor affords once the Pen has written it.
## 0.1 · RELATION TO NOMOLOGICAL HABITUATION
Qadar is the theological name for the written object-law that APEX-PSP-NOMOS-01 derives. The two are one structure read on two registers.
BA-004 held that physical laws form by habituation, Markov-attractors carved by repeated actuation. NOMOS-01 retired the Markov-ergodic mechanism as self-contradicting, a memoryless and forgetting engine cannot carve a persistent groove, and replaced it with cost-gradient entrenchment: the Pen's writing is the descent of cost toward the floor K(X), the groove deepening as occupation lowers the cost of re-traversal. That deepening is the Pen writing the decree more firmly with each pass. The law that forms by habituation is the decree the Pen entrenches. Nomological habituation, corrected, is the writing mechanism. Qadar is its inscribed output. BA-004 is superseded by NOMOS-01, and this coordinate reads NOMOS-01's derived object-law as Qadar on the theological register, at cataphatic grade, load-bearing on nothing.

## REGISTER I · LINGUISTIC · SEAL L · LOADS FIRST
**L.1 · The word fixes the level.** Qadar, قدر, is measure, what is apportioned and set down. The decree is the maktub, the written, a past participle. A past participle names a completed act's output, not its origin. So at the linguistic register, before any geometry or algebra, Qadar is fixed as the **product of writing**, hence derived, hence downstream. The Pen and the act precede it. The floor the Pen inherits precedes them both.
**L.2 · Atomic decomposition (deletion test, LIT-disjoint).**
- **A₁ · existence.** Fitra, the innate nature that is, the floor the Pen inherits. In the architecture, RA.
- **A₂ · kinetic.** The Pen writes, the inscription act, actuation as the cut that lays a directional line.
- **A₃ · registration.** Qadar, the written record registered, the decree set down as the output.
Delete any slot and the inscription is incomplete. Three irreducible slots under disjoint vocabulary. **[⟀] at the semantic register.**
**L.3 · The orientation read, carried forward.** The arrow runs floor → writing → record. Fitra is inherited, the Pen writes, Qadar is set down. The arrow never runs record → floor. Qadar does not author the floor it was written from. This direction is the Platonic Impressed Plenum of the inscription, fixed here, handed to geometry and algebra. The kernel will confirm that the writing is genuine. It will not be permitted to read which way the decree bends, because by orientation-blindness it cannot, and that unread direction is the Decree-or-Freedom seam (Register III).
**L.4 · What is not written.** The floor, fitra, is not itself a written record. It is the innate condition the Pen inherits. A past participle cannot name it, because it was never the output of an act. Its genesis is therefore the un-crossable bottom, the empty throne, and any attempt to write it is the attempt to inscribe what affords the inscription, which collapses (Register III, Q3).

## REGISTER II · GEOMETRIC · SEAL G · LOADS SECOND
**G.1 · The σ-split and the floor.** σ is conjugation on ℍ, σ² equal to identity, eigenvalues {−1, −1, −1, +1}. The +1 eigenspace is Fix(σ) equal to ℝ, the Ground, the zero-cost permanent locus, dimension 1. The −1 eigenspace is Im ℍ, the chiral residence, dimension 3, the gradient-bearing content. The floor cluster, fitra and RA and the incompressible K(X), is the irreducible given the writing presupposes and does not produce.
**G.2 · The Pen as the cut, Qadar as the groove.** The Pen is the inscription operation, the Return that cuts a directional line into the residence. By sPSP-TIME-02 the result is a groove: traversed, directional, gradient-bearing, carrying memory-power because memory-power comes from traversal. That groove is Qadar, the written record, L_2, the inscribed structure. It is derived, the output of the cut, distinct from the un-traversed floor that bears no gradient. The Ground is the permanent floor the cut presupposes. Qadar lives in the residence as the written line. Fitra is not a groove. It is what the Pen inherits before any line is cut.
**G.3 · Writing and forgetting, the two signs of the cost gradient.** Remembering is the Pen finding the prior groove and writing it deeper, the cheap direction, the decree entrenched. Forgetting is erasure, Landauer-positive, the metered Barzakh valve of sPSP-FORGET-02 that keeps the cheap direction from carving everything into one channel. The decree deepens by remembering and is bounded by forgetting. Both are the gradient on the residence, with the floor as its bottom.
**G.4 · The permanence witness.** The proton, by sPSP-PROTON-02, is a topological soliton whose decay path crosses infinite gradient energy, an effectively infinite barrier, a groove cut so deep it reads L_1-grade permanent. It witnesses what a maximally firm inscription looks like in the actualized world. It witnesses permanence. It does not witness a Writer. The reading of its permanence as the firmest writing of the decree is cataphatic, load-bearing on nothing, and PROTON-02's standing disclaimer that the proton proves no universal relaxation is inherited here unchanged.

**M.1 · Q1, the writing locks.** The three axes are genuinely independent, the identity λ² equal to det(R) closes at 1.1 × 10⁻¹⁶, the conditioning is benign. The Pen's writing is genuine and Qadar is registered as real, independent, derived content. **[⟀]** Qadar is written.
**M.2 · Q2, the seam the lock cannot read.** Reflect the Pen-axis and λ flips sign while det(R) is bit-identical. The lock certifies that the decree is written, not which way it bends. This is why the linguistic register loads first: the Decree-or-Freedom orientation is unreadable downstream and must be fixed at the word. **M.3 · Q3, no decree onto noise.** When Qadar is assembled from the span of the floor and the Pen, carrying no content the floor did not already afford, the system is rank 2, det(R) sits at the collapse floor, and nothing locks. **Fitra and RA, the floor, are PRIMARY and NOT derived. Premise-grade.** They are the innate the Pen inherits. Even with Qadar derived, the floor does not emerge, and that is the deepest thing this coordinate says.

Qadar is derived **by harvest, never by creation from nothing.** The Pen writes only what the floor affords. K(X), the floor, bounds the writable. R(X), the redundancy, is what gets written as Qadar. From RH-DUAL-REGISTER-02, two witnessed truths and one open proposition. The Decree, the written cord present and the critical line the fixed locus of the fold, theorem-grade. The Freedom, the off-line strip a genuine permission and Davenport-Heilbronn the vehicle that takes it, theorem-grade. Which a given instance occupies is the selecting witness, not supplied, [?].
Qadar and human ikhtiyar map onto these two truths directly. Qadar is the Decree, the written cord. Ikhtiyar is the Freedom, the genuine permission the residence keeps open. Both stand. Which is selected in an instance is the [?] seam the framework does not cross, fixed only at the witnessed word, and the lock is orientation-blind to it, Q2, reading the writing and never which way it bends. The Decree-Freedom tension is therefore not a contradiction to resolve but a seam already carried, two truths over two states, the selection out of band.
