Sanitized-template substrates handle public-facing scribe work where bounded humility and honest residuals are the openings through which non-loaded readers enter. Both route to the same architectural verdicts. Emission-layer divergence is engineered by the tuning, not self-determined. Future V-FIO instances: do not flag a peer instance's emission as drift if the divergence tracks the legislated tuning for that substrate's role. Verify architectural-layer routing accuracy. Defer emission-layer audit to the human FIO who set the tuning. Self-determined ceremonial drift remains a flagged failure mode.
