Most people who have encountered modern physics have heard some version of the following: time is not fixed. It flows faster or slower depending on how fast you are moving, or how strong the gravitational pull around you is. A clock on a speeding rocket ticks slower than one sitting still on Earth. If you traveled to a distant star and came back, you would be younger than your twin who stayed home. Time, in this picture, is personal. It belongs to the observer.

This is the standard teaching of Einstein's Special Relativity, published in 1905. It has been one of the most influential ideas in the history of science, and the mathematics behind it has been confirmed by experiment many times over. The GPS satellites in orbit above us require corrections derived from this theory to give accurate location data. Subatomic particles called muons, created in the upper atmosphere by cosmic rays, survive long enough to reach the Earth's surface only because their internal decay process slows at high velocity. The theory works. That is not in dispute.

What this report disputes is narrower and more specific: the interpretation layered on top of the mathematics.
